Chapter 02
What is offloading, and why does it happen?
Offloading means a Pakistani FIA immigration officer stops a passenger from boarding an international flight at departure, even though the passenger holds a ticket and often a valid visa. It is a decision of Pakistan's Federal Investigation Agency (FIA), not of the destination country, so it is not a visa refusal.
FIA says it checks visit-visa passengers to stop human smuggling and the misuse of visit visas for illegal employment abroad. In practice, most passengers are offloaded because their documents are incomplete, cannot be verified, or do not fit their stated purpose. FIA's Director General told the National Assembly Standing Committee on Overseas Pakistanis in December 2025 that most of the people offloaded that year were held for "insufficient or unverified documentation", and that most held visit, Umrah or work visas (Dawn, 18 Dec 2025).
Chapter 03
How many Pakistanis were offloaded in 2025?
The published numbers for 2025 conflict, so always check who is being quoted:
| Figure | Who said it | Where reported |
|---|---|---|
| About 66,000 offloaded in 2025, of whom about 51,000 for insufficient or unverified documents | FIA Director General, to the NA Standing Committee on Overseas Pakistanis | Dawn, 18 Dec 2025 |
| 39,786 FIA offloadings on immigration or risk grounds in 2025, plus 34,688 offloadings by others (airlines, Customs, ANF, ASF, police) | FIA Additional DG Immigration, to journalists | ProPakistani, 1 Jun 2026 |
| 35,459 (2024), 39,786 (2025), 22,136 (2026, year to date in June) | FIA Director General, to the NA Standing Committee on Interior | Dawn, 9 Jun 2026 |
One likely reason for the gap is that the later figures separate FIA immigration offloadings from passengers stopped by other agencies, but no official source reconciles the numbers. What all reports agree on: tens of thousands of travellers a year are stopped, and documentation is the most common reason given. Dawn reported that about 8.5 million Pakistanis travelled abroad in 2025, and that the Prime Minister ordered a committee to look into frequent offloading.
Chapter 04
What changed at Pakistani airports in 2026?

Four changes matter for visit-visa travellers in 2026:
- Stricter document screening (January 2026). The Interior Minister ordered strict screening of travellers' documents at all airports (The News, Jan 2026).
- Pre-Departure Facilitation Desks (January 2026). FIA opened desks at its 11 zonal offices, including Islamabad (G-6), Lahore, Karachi, Peshawar, Quetta, Gujranwala, Faisalabad and Multan. Dawn reported they are open 9am to 5pm, seven days a week, and advise on visa documents, return tickets and currency limits (Dawn, 5 Jan 2026). Dawn did not publish the desks' phone numbers; ask at your nearest FIA zonal office or check the FIA website.
- A formal review and appeal process (2026). FIA's Director General told the National Assembly in June 2026 that supervisory scrutiny and documented reasons are mandatory, under Standing Order No. 02/2026 (Dawn, 9 Jun 2026). See "What to do if you are offloaded" below.
- Pre-immigration document checks (October 2026). FIA, passport and Protector of Emigrants staff have begun checking passengers' documents before the immigration counter at international airports "nationwide, including Lahore", according to the Express Tribune (1 Oct 2026). They check that passports, visas and entry papers are valid and complete for people travelling for tourism, Umrah, pilgrimage or employment.
The courts have also stepped in. The Lahore High Court ruled in May 2026 that officers must record the legal grounds, the questions asked and your answers, and give you a copy of the offloading order (ProPakistani). The Islamabad High Court said in September 2026 that the reason must be recorded whenever a person is offloaded (ARY News, 4 Sep 2026), and another IHC bench asked FIA to show the legal basis and SOPs for offloading (Express Tribune, 19 Sep 2026).

Chapter 05
Do visit-visa travellers need a protector stamp?
No. Visit-visa travellers do not need the Protector of Emigrants stamp. In FIA's FAQ, the protector stamp appears only in the list of documents for people travelling on a work visa, not in the visit-visa list. Protector registration is run by the Bureau of Emigration & Overseas Employment for Pakistanis who go abroad for employment.
Be careful with the reverse situation. If an agent gives you a "visit visa" but tells you there is employment waiting, that is exactly what FIA screens for. Working on a visit visa is illegal in the destination country and in Pakistan can lead to prosecution under the Emigration Ordinance. We only assist genuine visitors.
Chapter 06
The airport checklist: what to carry on a visit visa

Carry originals in a folder in your hand luggage, with one set of photocopies, and keep scans on your phone. Use this checklist:
Identity and visa
- Passport, valid for the whole trip (check your destination's own validity rule)
- CNIC
- Printed visa, e-visa or entry permit; check name, passport number and dates match exactly
- Old passports showing previous travel, if you have them
Tickets and stay
- Printed return ticket. Since FIA's October 2024 instruction for Dubai, Malaysia and Bangkok (ARY News), book the return on the same airline and same PNR as your outbound flight
- Confirmed hotel booking with advance payment (FIA's wording), or, if staying with family, the host's invitation, ID or residence copy, and address
- Your itinerary (cities and dates) written down
Money
- Recent bank statement (last 6 months) and bank maintenance letter
- Debit or credit card in your name. FIA's FAQ accepts a credit card limit as funds and gives "at least 2000 EUR for Dubai" as an example
- Foreign currency within the legal carrying limit. Ask the FIA desk or your bank for the current State Bank limit before you fly
- See our guide: how much bank balance you need for a visit visa
Your profile and ties to Pakistan
- If employed: employer letter or NOC with approved leave dates, recent salary slips
- If a government servant: the original departmental NOC (FIA FAQ)
- If self-employed or in business: NTN, business registration (SECP or Chamber of Commerce), recent tax return
- If a student: student card and a letter from your institution; your parent's sponsor documents
- If travelling with family: NADRA family registration certificate (FRC), nikah nama for a spouse
- Travel insurance policy, if your visa required it or you bought one
If visiting family abroad
- Invitation letter from your relative
- Relative's passport and residence permit or visa copy
- Proof of relationship (FRC or birth certificate)
Umrah and Saudi visits
- Umrah or Saudi visit visa printout, return ticket, accommodation details. See our Saudi Arabia visit visa guide
Chapter 07
What questions does FIA immigration ask?
FIA officers usually ask simple questions to check that your story matches your documents. Typical questions are:
- Where are you going, and why?
- How long will you stay, and where?
- Who is paying for the trip?
- What do you do in Pakistan? Who is your employer?
- Have you travelled abroad before?
- Do you know anyone at your destination?
- When are you coming back?
How to answer:
- Tell the truth. Short, clear, honest answers are best. Never repeat a script an agent gave you.
- Match your documents. If your hotel booking says Deira, do not say you are staying with a cousin in Sharjah.
- Show, don't argue. If asked, hand over the relevant document calmly.
- Know your own trip. Know your hotel name, your return date and roughly how much money you have.
- Stay polite, even if you feel the questions are unfair. If you are offloaded, use the review process (below) rather than arguing at the counter.

Chapter 08
Who gets extra scrutiny?
Reports describe extra scrutiny for some profiles, but FIA has not published official criteria. Global Voices (2 December 2025) reported that first-time travellers, young men from certain districts of Punjab, indirect routings and people with a registered FIR faced more checks. Do not take this as a rule, but if it describes you, it is more important to carry complete documents and proof of your ties to Pakistan.
Destinations most often linked with offloading in news reports include Dubai, Malaysia and Thailand (the routes named in the 2024 same-PNR instruction) and Saudi Arabia (Umrah and visit visas). If you are going to one of these, see our Dubai visit visa guide, Malaysia visa guide or Thailand visa guide.
Chapter 09
What to do if you are offloaded
If FIA offloads you, stay calm and follow these steps:
- Ask for the reason in writing. Following the Lahore High Court ruling (May 2026), officers must record the grounds and your answers, and you should ask for a copy of the offloading order or proforma.
- Ask to speak to the shift in-charge. FIA's FAQ says the contact numbers of the Deputy and Assistant Directors Immigration are displayed at the airport, and there is a complaint box.
- Apply for a review under Standing Order No. 02/2026. Dawn (June 2026) reported this formal review and appeal mechanism. A Minute Mirror report on the Peshawar zone describes it as: a review application within 7 days to the Incharge Immigration or Deputy Director, a written decision within 3 days, then an appeal to the Zonal Grievance Committee, which decides within 10 days. Ask your nearest FIA zonal office for the current procedure.
- File a complaint with FIA:
- Online: complaint.fia.gov.pk
- Email: complaints@fia.gov.pk
- Helpline: 051-111-345-786 or 1991 (as listed in FIA's FAQ)
- Contact your airline about rebooking or a refund. Refund rules depend on your fare; we found no official refund policy for passengers offloaded by FIA.
- Check your visa. Your visa is usually still valid. Check its expiry and entry window before rebooking, and fix whatever document was missing.
- Legal options. Offloaded passengers have taken cases to the Lahore, Islamabad and Sindh High Courts. Speak to a lawyer if you believe you were stopped unlawfully.
Chapter 10
Which offers should make you suspicious?
Be wary of anyone who offers to get you past FIA. Common warning signs:
- "Airport setting" or "protocol" for a fee: this is illegal, and FIA has registered cases against agents and disciplined its own officials over human smuggling.
- A visit visa sold as a way to reach employment abroad.
- A "confirmed" hotel booking or bank statement that the agent creates for you. Fake documents can lead to arrest, not just offloading.
- Pressure to hide your real purpose.

Chapter 11
Frequently asked questions
What documents does FIA check for a visit visa?
FIA's own FAQ lists a valid passport, a return ticket, a confirmed hotel booking with advance payment, sufficient funds (its example is at least EUR 2,000 for Dubai, and a credit card limit counts) and a sound profile. Carry your visa printout and proof of your ties to Pakistan as well.
Do I need a protector stamp for a visit visa?
No. In FIA's FAQ the protector stamp appears only in the list for people travelling on a work visa. Protector registration with the Bureau of Emigration is for people emigrating for employment, not for tourists or family visitors.
How many Pakistanis were offloaded in 2025?
The figures conflict. FIA's Director General told a National Assembly committee in December 2025 that about 66,000 passengers were offloaded, 51,000 for document problems (Dawn). In June 2026 FIA gave a figure of 39,786 offloadings on immigration grounds in 2025 (Dawn, ProPakistani).
Can I appeal if FIA offloads me?
Yes. Under FIA Standing Order No. 02/2026, reported by Dawn in June 2026, there is a formal review and appeal mechanism. You can also complain to FIA at complaint.fia.gov.pk or complaints@fia.gov.pk, and courts have ordered FIA to record written reasons for offloading.
Is a same-airline return ticket required for a visit visa?
FIA and the aviation authority told airlines in October 2024 that visit-visa travellers to Dubai, Malaysia and Bangkok need a return ticket on the same airline and PNR (ARY News). We found no 2026 confirmation either way, so booking the return on the same PNR is the safest choice.
Does a government employee need an NOC to travel abroad on a visit visa?
Yes. FIA's FAQ says a government servant needs a departmental NOC, and the original must be shown to the immigration officer on duty.
Where can I get my documents checked before I fly?
FIA opened Pre-Departure Facilitation Desks at its 11 zonal offices in January 2026, open 9am to 5pm every day, according to Dawn. They advise on visa documents, return tickets and currency limits.
Can an agent or consultant stop me being offloaded?
No. Nobody can promise that you will clear FIA immigration. Anyone who offers airport 'setting' is offering something illegal. What helps is a genuine visa, complete documents and honest answers.
Does offloading count as a visa refusal?
No. Offloading is a decision by Pakistani immigration at departure, not by the destination country. Your visa may still be valid, but check its validity and entry dates before rebooking.

How Visit Visa Specialists helps
We help genuine visitors prepare. For every visa we handle, we check that your documents tell one consistent story, from the visa application to the airport. If you already have your visa, our pre-departure document check reviews your folder against FIA's published requirements and this checklist, and tells you what is missing. Service fee: Quote on WhatsApp. We cannot influence FIA's decision, and we will never offer airport "setting".
