Chapter 01
What is the Schengen main destination rule?
The Schengen main destination rule decides which country's consulate must handle your visa. Under Article 5 of the EU Visa Code, as explained in the Visa Code Handbook:
- One country: if you are visiting one Schengen country, apply to that country.
- Several countries: apply to the main destination, "the destination where the applicant intends to spend the longest time or where the main purpose of the intended journey is carried out".
- No main destination: if none can be determined, apply to the country whose external border you will cross first.
The European Commission puts it simply: apply where you spend the longest time; if the stays are equal, apply to the first country you will visit.

Chapter 02
Main destination examples for Pakistani travellers
| Your trip | Correct country | Why |
|---|---|---|
| 10 days Italy, 4 days France, 3 days Switzerland | Italy | Longest stay |
| Brother's wedding in Spain (7 days), then 4 days in France | Spain | Longest stay and main purpose |
| 6 days Netherlands, 6 days Belgium, arriving in Amsterdam | Netherlands or Belgium | Equal stays; either is a main destination under the handbook |
| Business fair in Germany (3 days), then 3 days sightseeing in France | Germany | Main purpose is the fair |
| Regular family visits to France, occasional other trips (multiple-entry) | France | Handbook: the "usual main destination" handles multiple-entry visas |
| Visiting Finland | Netherlands centres in Pakistan accept Finland applications | Representation |
The handbook's own example: a traveller with a 20-day family visit in France and a 2-day business meeting in Belgium must apply to France, because the family event is the main purpose.
Chapter 03
Which Schengen country is "easiest" for Pakistanis?
No official source names an easiest Schengen country, and we won't invent one. What official data does show is that not-issued rates differ a lot between consulates in Pakistan. From the European Commission's 2025 statistics:
| Country (consulates in Pakistan) | Applications 2025 | Issued | Not issued | Not-issued rate |
|---|---|---|---|---|
| Germany (Islamabad + Karachi) | 18,792 | 14,040 | 4,597 | 24.2% |
| Netherlands | 13,108 | 5,952 | 6,914 | 53.4% |
| Spain | 12,296 | 4,269 | 5,600 | 55.5% |
| Italy (Islamabad + Karachi) | 10,809 | 6,439 | 4,370 | 39.2% |
| France | 9,503 | 5,975 | 3,575 | 37.2% |
| Denmark | 5,539 | 1,173 | 4,325 | 78.7% |
| Belgium | 4,987 | 2,032 | 2,807 | 57.4% |
| Switzerland | 4,682 | 2,253 | 2,351 | 50.2% |
| Austria | 2,543 | 636 | 1,758 | 73.3% |
| Portugal | 2,300 | 1,181 | 1,119 | 48.0% |
| Hungary | 1,701 | 544 | 1,114 | 67.2% |
| Greece | 631 | 398 | 226 | 36.0% |
| All Schengen consulates in Pakistan | 89,270 | 45,970 | 40,026 | about 46% |
Rate = not issued ÷ (issued + limited-validity visas + not issued), the Commission's own formula. Very small consulates (for example Czech Republic, 398 applications; Sweden, 97) are left out because tiny numbers swing wildly.
How to read these numbers honestly
- They describe applicants, not countries' kindness. A consulate's rate depends on who applies there: tourists, family visitors, business travellers, people with strong or weak files. For example, 6,665 of the 7,193 visas Germany issued in Islamabad were multiple-entry, which suggests many repeat travellers in its applicant mix; you cannot borrow their profile.
- They include all nationalities applying at those consulates in Pakistan, not only Pakistanis.
- They don't change the rule. If your trip is mainly to Spain, the Spanish consulate is the one that must decide, whatever its average.
- A lower average does not make a weak file pass. Germany still refused 4,597 applications in 2025.
Chapter 04
Why "applying to the easy country" backfires
Choosing a country only because its rate looks better, when your real trip is elsewhere, is the pattern ("visa shopping") that the competence rules exist to prevent:
- Refusal for unjustified purpose. An itinerary that doesn't fit the country you applied to can be refused because the purpose and conditions of stay are not justified or the information is not reliable, both standard Visa Code grounds.
- Questions at the border. Border guards can ask about your plans on arrival; entering through and spending most of your trip in a different country from the one that issued your visa invites questions.
- Your record follows you. Visa decisions are stored in the EU Visa Information System. A visa used for a different trip than declared can count against you next time, when you hope for a multiple-entry visa under the EU "cascade" rules, which reward lawful use of previous visas.
- Competence rules prevail. The handbook says consulates are not obliged to accept applications they are not competent to examine.

Chapter 05
What about appointment availability?
Appointment scarcity is the other reason people pick a different country, and it is the same trap. If your main destination's appointments are scarce, the honest options are: register early (Schengen applications can be lodged up to 6 months before travel), keep checking the official system, or change the trip itself so that a different country genuinely becomes the main destination. Germany's missions in Pakistan use free waiting lists; Italy books through BLS-Intiana's official site. Never pay for a slot.
Chapter 06
Frequently asked questions
Which Schengen country should I apply to from Pakistan?
Apply to your main destination: the Schengen country where you will spend the longest time, or where the main purpose of your trip takes place. If your stays are equal and there is no main purpose, apply to the country whose external border you cross first.
Which Schengen country is easiest for Pakistanis?
No official source names an 'easiest' Schengen country. EU statistics for 2025 show different not-issued rates at each consulate in Pakistan (for example about 24% for Germany and over 70% for Denmark and Austria), but these reflect who applies where, and you must still apply to your real main destination.
Can I apply to Germany and then travel to France?
Yes, if Germany is genuinely your main destination: the visa is valid across the Schengen area. Applying to Germany when your real plan is mainly France breaks the main destination rule and can lead to refusal or questions at the border.
What if I am visiting two countries for the same number of days?
If stays are equal, either country can be treated as a main destination under the EU Visa Code Handbook; where no main destination can be determined, apply to the country whose external border you will cross first.
Which country handles a multiple-entry visa application?
The EU Visa Code Handbook recommends applying to your usual main destination: the Schengen country you visit most often, or, if there is none, the country of your first planned trip.
What if my main destination has no embassy in Pakistan?
Many Schengen states are represented by another state's consulate. For example, the Netherlands accepts Finland's Schengen applications at its VFS Global centres in Pakistan. Check the main destination's official website for who represents it.
Can I change my itinerary after getting the visa?
Genuine changes happen, but if you used a visa from one country mainly to visit another, border guards or a future consulate may question it. Keep proof if your plans changed for real reasons, such as cancelled bookings.
Does applying to a 'strict' country reduce my chances?
Not in a way you can control. The consulate of your main destination is the one that must decide. A complete, truthful file for the correct country matters more than any country's average.
