Chapter 01
214(b) vs. 221(g) at a glance
| 214(b) refusal | 221(g) refusal | |
|---|---|---|
| What it means | You did not show you qualify as a visitor or overcome the presumption of immigrant intent | The officer needs more documents, or your case needs administrative processing |
| Is the case closed? | Yes, for that application | No, it stays open |
| Appeal? | No | Not needed; respond to the request |
| Pay again? | Yes, USD 185 to reapply | No, if you respond within one year |
| What to do | Reapply only after a significant change | Send what is asked, then wait |

Chapter 02
What does a 214(b) refusal mean for Pakistani visitors?
A 214(b) refusal means the consular officer was not convinced that you qualify for the B1/B2 visa, or that you have "strong ties to your home country that will compel you to leave the United States at the end of your temporary stay" (State Department). US law presumes every visitor intends to immigrate until they show otherwise.
Three facts matter:
- It is not permanent. The State Department says a 214(b) refusal "is for that specific application". It is not a ban.
- There is no appeal. The consulate takes no further action on a closed case. Emails asking officers to "reconsider" do not change the decision.
- The fee is lost. The USD 185 is non-refundable.
The refusal slip is usually a standard printed letter. It rarely lists your personal reasons. Your own record of the interview is the best clue: which question did the officer focus on, and what did you answer?
Common 214(b) patterns in Pakistani visitor applications
- Thin ties: young and single, early-career or unsettled employment, no property or dependants.
- Purpose that did not sound like a visit: long stays, no clear plan, or a trip that sounded like looking for opportunities.
- Finances that did not fit: a sponsor who was not explained, or a balance far above what your income supports.
- Relatives with immigration history: many close family members in the US can make ties in Pakistan look weaker. It is not a bar, but it needs an honest, clear explanation.
- Answers that did not match the DS-160, or answers that sounded memorised.
None of these can be fixed with "better papers". They change only when your life changes.
Chapter 03
What does a 221(g) refusal mean?
A 221(g) means the officer "did not have all of the information required" to decide (State Department). Technically it is a refusal, but your case is still open. There are two kinds:
- Missing documents. You get a letter listing what to provide and how. Provide it as soon as possible; your case is then re-assessed. You have one year from the refusal to submit, without a new fee.
- Administrative processing. The officer needs extra checks before deciding. You are told at the interview. The US Mission in Pakistan says most cases are resolved within 60 days, but some take longer, and asks applicants to wait at least 90 days after the interview or document submission before enquiring.
During 221(g):
- do not book non-refundable travel;
- check your case status on the State Department's online status tool using your DS-160 or case number;
- enquire through the Mission's official channel only after 90 days;
- answer "yes" to "Have you ever been refused a US visa?" on future forms if the 221(g) was not resolved with an issued visa. When in doubt, disclose.
Chapter 04
Can I reapply after a US visa refusal, and when?
Yes. You can reapply at any time after a refusal; there is no fixed waiting period. But the State Department says that after a 214(b) refusal you "should be able to present evidence of significant changes in circumstances since your last application" (State Department). Reapplying a few weeks later with the same profile usually means the same answer and another lost fee, and in Islamabad another wait of months (6.5 months to the next B1/B2 slot on 9 July 2026).
Examples of significant changes:
- a promotion, a new stable position held for some time, or a business that has grown with tax records to show it;
- marriage, children, or property purchased;
- new travel history: visas used and returned from on time (UK, Schengen, Canada, Gulf, East Asia);
- a different, clearly documented purpose (for example, a child's graduation with the university's letter).
How to reapply:
- Complete a new DS-160. Disclose the earlier refusal.
- Pay a new USD 185 fee (USA visa fee).
- Book a new interview. Note that previous refusals generally make you ineligible for the interview waiver unless the refusal was overcome (State Department, September 2025).
- Prepare to explain, in one or two honest sentences, what has changed since last time. See our US visa interview guide.

Chapter 05
Which refusals are serious and long-lasting?
Some ineligibilities are permanent unless the US Department of Homeland Security grants a waiver (State Department). For Pakistani visitors the most relevant are:
| Section | Meaning | Effect |
|---|---|---|
| 212(a)(6)(C)(i) | Misrepresenting a material fact or fraud to get a visa (fake documents, hiding a refusal, false employment) | Permanent ineligibility unless waived |
| 212(a)(9)(B)(i) | Previously staying in the US longer than authorised | Bars of 3 or 10 years depending on the overstay |
| 212(a)(2) | Certain criminal convictions | Can be permanent |
This is why we never touch "arranged" documents. A 214(b) can be overcome later; a fraud finding usually cannot.
Chapter 06
Does a US refusal affect Canada, UK or Schengen applications?
A US refusal does not automatically mean refusal elsewhere, but most forms ask whether you have ever been refused a visa for any country. Always say yes and explain briefly. Hiding a refusal can be treated as misrepresentation by that country too. Canada, for example, makes misrepresentation a five-year inadmissibility (see Canada visa refusal).

Frequently asked questions
What does a 214(b) refusal mean for a US visitor visa?
A 214(b) refusal means the consular officer was not convinced that you qualify for a B1/B2 visa or that your ties to Pakistan will make you leave the US after a temporary visit. It applies to that application only and is not a permanent ban.
Can I appeal a US visa refusal?
No. The State Department says there is no appeal process for a 214(b) refusal. You can reapply with a new DS-160, a new USD 185 fee and a new interview.
How soon can I reapply after a US visa refusal?
There is no fixed waiting period, but reapplying without a real change in your circumstances usually brings the same result. The State Department says you should be able to show significant changes since your last application.
How long does 221(g) administrative processing take in Pakistan?
The US Mission in Pakistan says most administrative processing is resolved within 60 days of the interview, but timing varies. It asks applicants to wait at least 90 days after the interview or document submission before asking about status.
Do I have to pay again after a 221(g)?
No, if you submit the requested information within one year of the refusal. After one year the State Department says you must reapply and pay a new application fee.
Does a US visa refusal affect other visas?
Many visa forms, including those for Canada and the UK, ask whether you have ever been refused a visa anywhere. Always answer yes and explain briefly; hiding a refusal is far more damaging than the refusal itself.
